1. for those who sell ad space - is it customary for the blog to give feedback to the advertiser regarding click throughs? How can an advertiser gauge whether the money is well spent there.
2. I am just beginning to do some research on all of this and I'm not quite sure how to phase my questions so I'll give you my scenario.
A few months ago I switched my cell service to a relatively new company called simply because it was cheaper with a better package. Due to my own financial and familiar circumstances I am now considering the income side of their services. In essence they offer money for referrals with no limit so one could potential earn income as a result of referrals. The friends that told me about the service are doing that very thing - they have completely eliminated their cell bill and are actually bringing in money each month.
As I said, I am still looking into all of this whether I want to pursue that side of things. I am looking into the possibility of approaching bloggers who write about budgets, frugal living, etc, whose readers are likely looking for ways to cut their budget. I don't want to pay for advertising on their site per se, but if the blogger jumped on board they would promote the service and they also would benefit financially from any referrals made through them.
I hope that makes some degree of sense. I am wondering if bloggers (i know this is a very broad and general question) would be interested in that type of thing. It would potentially be an additional revenue source. Or is that something that a blogger would likely shy away from for some reason. And if they might be interested, what would be the best way to approach them?

I would stick with a self-hosted wordpress blog. If you have a hosting service and another domain set up already, you can start publishing content and getting things organized under a generic name like newblog.<currentdomain.com>. The advantage of this, is that it allows you to get in the habit of publishing good content. Then exclude the posts / pages from being crawled with your robots.txt that will do nicely for you. Above and beyond that, find a good blog training program and follow just that one source, and see how that works for you.
