The Best "How To" on writing an eBook that I have found is Operation eBook by Paula Brett.
One thing you can do if you are low on cash, is submit your eBook onto Amazon Kindle. That is easy and free to submit (I believe they just charge you a percentage of sales), although less traffic (customers).
I was able to find someone on Fiverr.com to make eBook covers for 5 bucks and they did an awesome job. (Make sure you pick someone with a high approval rating.)
Clickbank or PayDotCom.com is the best place to get affiliates to sell your eBook for you though (they get a cut, but get you a lot more sales).

I also have used fiver, and agree that is a good way to do it. In fact probably much quicker than learning photoshop, etc!
Another tip I would like to share is to test first, then create. For example, I just put up three ebook covers on my site. I have actually created one of the products, but two of them are there just for testing. If I get a lot of clicks on the other two, then I may need to actually create the product. Otherwise, it does not make sense to produce the item...
